Bu haklar; i\u015fletme izinleri, imtiyazlar, pazar yerleri, konaklama, yeme-i\u00e7me veya etkinlik izinleri, s\u00fcbvansiyonlar, kullan\u0131m haklar\u0131, park izinleri, enerji kapasitesi, geli\u015ftirme pozisyonlar\u0131, arazi tahsisleri, alan haklar\u0131, ba\u011flama yerleri, pazar haklar\u0131, s\u0131n\u0131rl\u0131 \u00e7evresel kapasiteye ili\u015fkin izinler veya \u00fcst s\u0131n\u0131r\u0131 bulunan kamu d\u00fczenlemeleri \u015feklinde g\u00f6r\u00fclebilir. Meselenin \u00f6z\u00fc, b\u00f6yle durumlarda yetkili idarenin s\u0131n\u0131rs\u0131z eri\u015fim sa\u011flayamamas\u0131d\u0131r. \u0130dari makam se\u00e7im yapmak, s\u0131ralamak, d\u0131\u015flamak, \u00f6nceliklendirmek veya da\u011f\u0131tmak zorundad\u0131r. Bu nedenle usul, yasal kriterleri kar\u015f\u0131layan ba\u015fvurucunun kural olarak izne hak kazanabilece\u011fi ola\u011fan izin usul\u00fcnden farkl\u0131 bir mahiyet kazan\u0131r. Bir i\u015fletme izni, ciroyu ve rekabet\u00e7i konumu belirleyebilir. Bu \u00f6rneklerin her birinde haz\u0131rl\u0131k s\u00fcrecini, ilan\u0131, kriterlerin form\u00fclasyonunu, ba\u015fvurular\u0131n de\u011ferlendirilmesini, \u015fartlar\u0131n yorumlanmas\u0131n\u0131 veya idari karar\u0131 etkilemeye y\u00f6nelik g\u00fc\u00e7l\u00fc bir te\u015fvik bulunur.
